Workshop «Improving Value Based Taxation of Real Property in Latvia»

On July 7 and -8, 2020, at 2:00 p.m. (GMT +3), the Lincoln Institute of Land Policy in collaboration with the Faculty of Architecture of Riga Technical University, the Ministry of Justice and the State Land Service, will host a two-day international online workshop entitled «Improving Value-Based Taxation of Real Property in Latvia». The workshop will examine the property tax as a means of financing local public services; mass valuation as a basis for the real estate tax and its role in sustainable land management and socio-economic development planning; and best practices for property tax administration.

The aim of the workshop is to provide a forum for discussing the benefits and challenges of market value-based taxation of real property, with a special accent on policy solutions that address public concerns while preserving the strength of the property tax as a local revenue source.

During the workshop, experts will share their experience and knowledge in real estate tax policy development and mass valuation, addressing issues to the broader context of the economic impact of this tax, including the impact of COVID-19.

The Lincoln Institute of Land Policy will be represented by experts from the United States, Canada, the Republic of South Africa, Latvia, Lithuania and Estonia. The Lincoln Institute of Land Policy is an organization dedicated to research and education on effective use, taxation, and stewardship of land, including property tax and land valuation. Through education, training, publications, and events, the Institute integrates theory and practice to inform public policy decisions worldwide.

During the question and answer section of the workshop, participants will have the opportunity to ask questions of the experts. This workshop will provide a unique opportunity to hear professional views on such a currently topical subject in Latvia.
