1. General Provisions
1.1. Scientific Library of RTU (hereinafter – the Library) usage regulations (hereinafter – the Regulations) establish the servicing arrangements of the Library users and regulate the usage of the Library information sources and systems.
1.2. The Regulations are binding on all Library departments.
1.3. The Regulations are designed in accordance with the legislation of Latvia, the resolutions of RTU Senate, the documentation of RTU management and the Library Statute.

2. User Registration
2.1. The Library user registration is available to all the physical and legal persons.
2.2. One may become a Library user by registering at any user servicing department of the Library.
2.3. During registration RTU students must display a valid matriculation card supplied with a bar-coded identity number. All the other physical persons must display a valid identification document with the holder’s identity number. Authorized representatives of the legal persons must present a photocopy of the original of the institution’s registration certificate.
2.4. During registration the Library users must acquaint themselves with the Regulations.
2.5. The registered users receive Unified Reader’s Card (hereinafter – URC) which entitles a person to use services of all the participant libraries of the project «Unified Reader’s Card» in compliance with the usage regulations of the corresponding library. Valid matriculation cards issued by RTU and all the other URC participant universities are equivalent to URC.
2.6. URC is valid for 5 years. The card can be received after 3 business days. Making and renewal of URC are for a fee.
2.7. If a card is lost or damaged or in case of any changes in a card holder’s name, URC can be renewed upon displaying a valid identification document.
2.8. Users must inform of the changing their name or place of residence upon their next visit to the Library. In case of changing the surname, the user must display a valid identification document.

3. User Servicing
3.1. Users must display a valid matriculation card supplied with a bar-coded identity number or a URC.
3.2. Publications can be handed out on the basis of an oral or written request; the time of borrowing for a publication is determined by the librarian. The usage term for a publication can be prolonged if the respective publication has not been reserved for another library user. In the event of a failure to return borrowed materials in due time, users must pay a fine. The amount of a fine is approved by the direction of the head of the Library.
3.3. Users can make a request for publications to a certain reservation term.
3.4. Only the students, faculty and staff of RTU and authorized representatives of the legal persons can make home-held requests for the Library publications. Other users can use publications at reading rooms.
3.5. Publications from the stock of reading rooms, reference publications and rare items can be lent for use only at reading rooms.
3.6. Publications not in the stock of the Library can be requested from other libraries by using the services of Interlibrary Loan or the document delivery system.
3.7. Users have access to the Library’s computers, the Internet, local and online databases. Access terms to the Internet are determined by the Library’s head approved regulations.
3.8. The Library offers paid services: issuing of URC, photocopying in accordance with the Copyright Law, binding, printing, scanning, document delivery. The price list of the services is approved by the head of the Library.
3.9. The Library shall stop servicing the user in the event of a failure to follow submission deadlines in any of the project “Unified Reader’s Card” participant libraries.

4. User’s Rights
4.1. To use the Library’s stock and information systems in accordance with the Regulations.
4.2. To receive complete information about the Library’s stock and information systems and user servicing.
4.3. To submit suggestions to the Library’s administration concerning the improvement of the Library’s work.

5. User’s Obligations
5.1. To acquaint themselves with the Regulations and precisely follow them. Failure to follow the Regulations may entail refusing users the right to temporarily use the Library or they may be excluded from it.
5.2. To preserve the received publications; to inform the librarian of the damaged materials.
5.3. To replace the lost publication with an identical or equivalent item or cover the losses by paying two to ten times the amount of the item’s cost.
5.4. To preserve the Library’s property and not impart any material losses to RTU.
5.5. Not to take out from the Library’s premises its publications without permission.
5.6. To observe quiet and order in the Library’s premises, not disturb the work of other users.
5.7. To inform the Library of the changing the name or place of residence upon the next visit to the Library.
5.8. Upon interrupting studies or working relations with RTU, fulfill all obligations to the Library.
